The land reform section is followed by the water and sanitation, housing, domestic energy, refuse disposal, backlogs and basic services, and communications sections. The last section encompasses postal services, broadcasting, telephones, the internet, and transportation. A section at the very end called environmental matters; items under the housing section such as evictions and demolitions, land invasions and illegal occupations, redlining and defaulting are new additions.
